I think it is for a 1917 U. Enfield rifle that was used in WWI and WWII. It looks like it was sharpened at the factory only and maybe never used.
It has a few marks but nothing that I wouldn't expect from something 103 years old. The only marks that I could find on the scabbard is a small M. On both the top and bottom metal part..
